This article discusses the postulate for, and strategies of, evolution a sound clay of administration in Vietnam. It adopts a concept of administrative right as the induced general improvement ofpublic sector operational performance The paper examines the limitations and weaknesses of the benefaction system ofpublic administration from three perspectives: organisation; institution; and kind-hearted resource. A strategy of reform is developedwith afocus on the three abovementioned dimensions. The main instruments of the reform are decentralisation, privatisation, contracting out, overhauling the existing legal system, enacting youthful laws and regulations, and training public servants. The potential difficulties of implementation are in like manner analysed.
Introduction Vietnam is a communist country transiting from a centrally plan economy to a market economy. To organise and coordinate this transitional process, a high quality administrative system is required. The system constructed on the basis of principles of a centrally planned economy has become a strait-jacket for development. Administrative reform is therefore necessary for the continuing modernisation of the country.

The purpose of this article is to move forward a proposal for administrative reform in Vietnam. The paper consists of two sections.
