The Emancipation resolution was nothing more than an illegal act against the confederate states only. It became a campaign in the 1862 elections, in which democrats gained 28 seats in the house of the representatives as well as the governship of the state of recent York. He issued the final Emancipation Proclamation on January 1, 1863, as the nation approached its third year of crashing(a) civil war.
